"That was our experience with our daughter. As the husband of a retired public school elementary teacher, I am well aware of the importance of early learning and development for children, and the importance of parental involvement."

"In addition to academic skills, this early classroom environment helps children learn to listen to teachers and to get along with other children. Social development is very important."

Pennsylvania loses more than $6.6 billion annually in lost wages, productivity, and economic activity because of the lack of affordable, accessible child care. Do you agree that Pennsylvania must make sustained, significant public investments in child care and pre-k to support children, working families, businesses, and the state’s economy?

"Of course, the issue here is how do we pay for this. We know well the burden the cost of child care puts on middle class families, let alone lower income families. I am open to working with your organization and the business community to see how we can cooperatively work to fund more child care opportunities."

The average Pennsylvania household spends $13,354 annually for infant care, placing a heavy burden on middle-income families. Do you believe families earning up to 400% of the Federal Poverty Level — $128,600 for a family of four — should have access to affordable, high-quality child care? 

Ron Ruman

"I do, but as in my answer above, how do we pay for this? I believe assistance from the government and/or the business community, ideally and the business community, which clearly benefits from employees who can come to work and while there not be worried about their children, should be looked at on a sliding scale."

Pennsylvania reimburses child care providers well below the actual cost of operating high-quality programs which contributes to low wages resulting in staffing shortages, higher tuition for middle-income families and sector instability. Do you support increasing reimbursement rates to reflect the full, actual cost of providing high-quality care? 

Ron Ruman

"I offer a qualified yes, as I don't know the full, actual cost of providing high-quality care. I would support increasing reimbursement, but would need to carefully consider also the cost to taxpayers. We all have an investment in the well-being of our youngest citizens, and I will support increasing state support with the caveat above."

Child care professionals earn just $15.08/hour on average, despite many holding college degrees and performing work critical to children’s development. Low wages are pushing skilled professionals out of the field, which increases costs for families and reduces access to care. Do you support increased state investments to recruit, retain, and fairly compensate the early childhood workforce?

"I do believe increased state investment in this area is warranted. Tuition assistance and loan forgiveness programs are two possibilities I would consider in this area."

A recent statewide survey of child care providers — with 17% of programs responding — found more than 3,000 unfilled staff positions across Pennsylvania. Those providers reported that if they were fully staffed, more than 25,000 additional children could access care. Do you support increased state investment to address the child care staffing crisis so providers can fill vacancies and expand access for working families?

"I do believe increased state investment in this area is warranted. Tuition assistance and loan forgiveness programs are two possibilities I would consider in this area."

As more children with complex needs enter child care, inadequate support is driving educators out of the sector. Do you support increasing state funding so child care and pre-k providers can meet the needs of these children and retain qualified educators?

"As with all of these questions, the goal is laudable. The difficulty is in the funding. However, I believe tuition assistance and loan forgiveness for providers with special skills to help children with disabilities, developmental delays, or mental health needs could be considered."

"However, I do not believe taxpayers can bear the full cost of this. As noted in a few other responses above, we need to open a dialogue with the business community to look into a cooperative funding mechanism which includes both public and private dollars."

"We were fortunate to find high quality child care for our daughter as we both had to work full time. As a Commonwealth employee, I did receive some tax assistance in being able to use pre-tax dollars for a portion of the bill, though the burden for us as middle-income earners was still large. Thus we have first hand experience in the value of high quality child care from infant on, and the difficulty for families in paying for this."

"I’ve been incredibly fortunate to find reliable, high-quality, and affordable child care here in Altoona. Having a safe and nurturing environment for my daughters has made a world of difference in their growth and development."

"No. While helping families balance work and caregiving responsibilities is important, creating a statewide Paid Family and Medical Leave program would impose new payroll taxes or mandates on workers and small businesses at a time when many are already facing economic pressures. Rather than establishing a new government-run program, we should encourage voluntary, employer-based benefits, expand tax incentives for businesses that offer leave, and promote flexible workplace policies that support families without increasing regulatory burdens or long-term state spending commitments."

As more children with complex needs enter child care, inadequate support is driving educators out of the sector. Do you support increasing state funding so child care and pre-k providers can meet the needs of these children and retain qualified educators? 

Andrea Verobish

"No. While supporting children with disabilities and complex needs is critically important, simply increasing state funding to child care and pre-k providers is not the most effective solution. We should prioritize better coordination between early intervention programs, schools, and existing special education funding streams to ensure services are delivered efficiently. The focus should be on improving how current resources are allocated, reducing administrative barriers, and strengthening partnerships with families and community providers — rather than expanding long-term government spending commitments."

We should focus first on reducing regulatory burdens, improving workforce pipeline programs, and encouraging private-sector and employer partnerships to expand access. Taxpayer-funded increases must be carefully limited and targeted to avoid creating long-term budget obligations. Strengthening the child care sector requires structural reform and economic growth, not just additional government spending."

We should focus on reducing regulatory burdens that drive up operating costs, strengthening workforce pipeline programs, and encouraging private-sector and employer partnerships to support child care benefits. Sustainable improvements will come from growing the economy and increasing flexibility for providers — not from expanding long-term government funding commitments that taxpayers may ultimately have to shoulder."

"I support adjusting reimbursement rates to better reflect the actual cost of high-quality child care in a way that is targeted, fiscally responsible, and tied to measurable quality outcomes. Rather than an untargeted, across-the-board increase, we should focus on incentives that improve quality, encourage a strong workforce pipeline, and ensure that taxpayer dollars are producing better care and broader access for families."

But rather than subsidizing care for higher-income families through broad government programs, we should prioritize targeted assistance, foster market solutions, and remove barriers that make care expensive in the first place."

"My younger daughter currently attends a Pre-K program at Bishop Guilfoyle Elementary which is the same Pre-K program my older daughter attended. I have definitely seen the benefits of this program for developing social and emotional skills."

"I am understanding of and compassionate towards the difficulties that small businesses can run into, and I would be open to any ways that we can ensure that working class families get the paid leave they deserve while still preventing small and local businesses from having undue burdens put on them."

"Working in home care as a nurse across 9 rural counties it was always very instructive to see the differences in care and the qualities of outcome for children with disabilities and special needs and how directly those outcomes were tied to the financial well-being of the families those children belonged to. I would support anything that can help working class families to access the care that their children need in all environments."

"These ESSENTIAL jobs should be treated with respect and the people who provide care for our children should be paid well and supported because we should be demanding high quality work and stringent qualifications from these people and you cannot do that without rewarding that work and their adherence to those qualifications. The comparison that I made earlier to infrastructure jobs is also apt because I believe that unionization and organization of these work forces would also be a great step in helping them to become family-sustaining careers and not just jobs."

"YES. While I have a child in care right now, I am in a privileged and fortunate position. I was able to access care with relative ease and I am able to pay out of pocket. I know that is not the case for everyone. I am fighting everyday to better support the workforce of the childcare industry and the families who need affordable high quality care."

However, it’s is beyond time that we put our money where mouth is. These individuals, not only deserve a living wage, but a sustainable system that demonstrates that we value them, their work, and the children and families that they serve. "

"YES. I have two young children, one of whom is still in preschool, and I am incredibly grateful for the caregivers who nurtured them (and continue to be important friends in our lives). At the same time, caregivers work on a knife-edge, barely earning a living and struggling with a lack of support. And there is overall a deficit of high-quality childcare facilities. I would gladly share our stories and the stories of those close to us."

I did not make enough to pay for childcare and I made too much to be eligible for any kind of subsidy. That was over 50 years ago, and it does not seem that we have improved the situation for parents. Too many parents struggle with the cost of childcare and too many childcare providers struggle with finding enough staff, often because the childcare jobs do not pay them enough. Without enough staff, providers struggle with increasing tuition for young families. I have supported working families and initiatives to increase funding for ECE my entire time as a state rep. When I think of how fortunate I was to have my mother take care of my daughter when she was not in school, I am convinced that we can do more as a state government to actually address this issue."

Currently, I see disproportionate access to high quality child care due to its high cost and waiting lists, making it prohibitive for many families. Educators in the public school system receive their wages through contracts and taxes. Obviously, I would love to see daycare and preschool workers receive higher wages so this definitely needs some discussions and brain storming.

After the age of one, closer to two years children benefit from interacting with other children, learning social skills, forming relationships outside the immediate family."

"YES. Child care workers and preschool teachers are of equal importance as those in the K-12 schools.

"YES. The average cost of child care has gone from ~ $90/week in 1994 to ~ $321/week in 2024. That is a 28% increase over the past 30 years, and accounts for on average 23% of the annual income of a Pennsylvanian today, when back in 1994 childcare only accounted for 14%. We can't expect people to work when doing so would put them in even more financial distress."

"YES. Child Care Staff and Teachers deserve to be paid more, they are molding our nations most important resource and they don't get the pay or the recognition they deserve.

"YES. When I was a scheduler for Voices for Independence, one obstacle I always came across was that the Home Care Attendants I was calling to fill shifts didn't have child care and so couldn't take shifts, this frustrated them because they couldn't make more money and it frustrated me (the employer) as I couldn't utilize good attendants."

"YES. I believe we could definitely spend some more money on quality Pre-K programs. "

"YES. My daughter just turned 3 in July, she spends her days with her grandmothers, one of which has 30+ years of childcare experience, and the other works for a school district as a teachers aid. Their influence has made her an extremely intelligent toddler.."
